By The People Tour
THE PEOPLE OF COLORADO'S 3RD DISTRICT HAVE SPOKEN.
17 Workshops. Over 3,300 Miles. Hundreds of Voices. One Unified Plan.
For 14 months, Alex Kelloff traveled across every corner of our district, stretching from the Roaring Fork Valley to the San Juan mountains, and from Pueblo to Grand Junction. Then starting on May 7th we launched our By The People Tour, lasting until June 14th. Our primary objective during this tour was listening directly to your concerns. We held 17 community workshops and asked three foundational questions:
What is working well and what do you love about living here?
What have we lost under Donald Trump and Jeff Hurd, and what needs to be restored?
What does the next Congress need to get done?
What we heard across the district was clear. You possess immense pride in our resilient communities, our public lands, and our unique rural values. You are also deeply frustrated by a broken system in Washington, as evidenced by skyrocketing costs of living, attacks on fundamental civil liberties, and an economy structured to favor the wealthy at the expense of working families.
This is The By The People Plan: a community-driven, locally sourced policy roadmap built to instruct the next Member of Congress exactly how to fight for us, directly sourced from and by the people.
The Strategic Pillars of Our Plan
1. Eradicating Corruption & Restoring Government Integrity
Washington is failing because it has been captured by big money. In our tour workshops, our community overwhelmingly demanded an end to corporate political control.
The Legislative Directive: We will fight to overturn Citizens United, pass ironclad campaign finance reforms, implement mandatory term limits for Congress and the Supreme Court, oppose the SAVE Act, implement a national ban on partisan gerrymandering to ensure equitable representation and fair elections, and ban sitting politicians from insider stock trading and participation in financial prediction markets.
2. Protecting Our Public Lands, Water, & Climate Identity
Our public lands are central to our economy and our way of life. In places like Mesa County, where public lands make up 70% of the county, constituents made it clear that federal budget cuts have left our natural resources exposed.
The Legislative Directive: The plan fully restores funding and staffing to the U.S. Forest Service and Bureau of Land Management. We will legally help pass a new Colorado River Compact, protect critical local assets like Lake Nighthorse and the Crystal Reservoir, and restore withheld FEMA funds for aggressive local wildfire mitigation.
3. Stabilizing Rural Healthcare & Protecting the Safety Net
Cuts to Medicaid have pushed our rural medical infrastructure to the brink, leaving independent community institutions facing potential closure
The Legislative Directive: We will protect local medical facilities by halting devastating cuts, investing in rural hospitals, and introducing a universal healthcare infrastructure in which everyone gets public health insurance with the individual option to opt out in favor of private insurance. Furthermore, we will codify reproductive freedom as a federal law and defend Social Security, Medicare, and Veterans benefits from political attacks.
4. Building a Rural Economy for the Working Class
From local housing constraints to rising grocery prices across the district, families are being squeezed out of their own hometowns.
The Legislative Directive: This plan tackles inflation and cost of living by working with affordable housing groups and non-profits to streamline federal regulations. We will eliminate tax loopholes for billionaires, deliver robust federal funding for rural physical infrastructure including roads, bridges, water treatment, and broadband access, and institute a Center of Excellence within the government to provide proven project blueprints for municipalities. We will aggressively enforce federal anti-monopoly laws against private equity firms buying up our mobile home parks, single-family neighborhoods, and RV parks.
5. Defending Human Rights & the Rule of Law
We are a district defined by neighbors who watch out for one another. The community expressed profound opposition to federal overreach and discriminatory practices that tear apart local families.
The Legislative Directive: We will champion comprehensive immigration reform that provides permanent protections for DACA recipients, an investment into our immigration court system, and a clear, functional pathway to citizenship, while reforming ICE operations to guarantee complete constitutional compliance.

The By The People Tour was the beginning of a conversation, not the end. This roadmap belongs to you, the voters, families, and workers of Colorado's 3rd Congressional District. Written through active collaboration, this plan was created by you, the people of CO-3. Now, we need the collective power of this community to turn this plan into federal law and bring real leadership to Washington, leadership that represents the values of rural Western and Southern Colorado.

“Alex gets it - he knows what matters here. He’s committed to protecting rural communities and our water so that we don’t lose what is our lifeblood. I’m a farmer and a rancher, and that’s how I make my living.”
“In a workshop in Montezuma County, I met with a woman who had been paying $500 per month for health insurance before Hurd and Trump passed their “One Big Beautiful Bill.” Her rates soared to $2,000 each month and she was living without healthcare. Thankfully, I had heard of a cooperative-style health insurance option that could work for her and she got her healthcare restored. But tens of thousands of people across our district aren’t so lucky and have had their finances destroyed by Trump’s policies.
Across the district, people told me just how disastrous Hurd and Trump’s cuts have been. They want these cynical and damaging cuts overturned and our taxes put back to work for us, not the president’s cronies. ”
“I was driving down main street in Fowler, CO, population 1,250 in the Ark Valley. Suddenly, I saw a property where the owner had hung two big Uncle Sam posters that said “I want you…to defend the Constitution.” I stopped to take a picture, but then the landowner pulled up in his truck and asked who I was. We ended up talking. The landowner was a longtime Republican, but after we spoke for a while about our hopes for the future, he told me: “I’ve never seen anyone come through here and talk to us. You’ve got my support.” All of us are neighbors who deeply love this special place and agree on more than we think.
In workshop after workshop, voters reiterated that the real disconnect isn’t between neighbors here. It’s between us and what happens at the federal level under Trump, Hurd, and a Congress captured by big money. They want a representative who’ll fight for them, just like my family has fought for this district for over 130 years. ”
“I’ve been campaigning almost as long as Jeff Hurd has been in office and gathering our shared vision and priorities for the work to come. People want a Congress with a backbone that passes real annual budgets that are thoughtful and hotly debated. People want a Congress that uses its war powers to reign in Trump’s reckless foreign policy. They want oversight and accountability of federal agencies. They want answers on why so much insider stock trading is happening and who’s in charge. They want the Epstein Files released and predators brought to justice.
